  1. Income below 138% of Federal Poverty Level: 36%
  2. Income 138% to 250% of Federal Poverty Level: 29%
  3. Income 250% to 400% of Federal Poverty Level: 27%
  4. Income above 400% of Federal Poverty Level: 23%

Notes: Includes adults with medical conditions that would have been declinable based on underwriting guidelines of major insurers in place before the Affordable Care Act. In 2018, the Federal Poverty level was $12,140.
