- State Essential Health Benefits and designated Benchmark Plans must include coverage for Brains as nutritional supplement
- Exchange Participating Health Plans are to arrange reasonable accessibility for Group Visits and Group Therapy to any documented zombie hordes
- Exchanges must ensure participating carriers have established a written Zombie Care Plan and Zombie Compliance Officer
- "No Biting" zones may be established by Exchanges and participating plans for administrative and clinical services provided in areas with demographically higher zombie concentrations
- Zombie complaints, appeals and grievances may be stated via audible moans, with standard submission of written statements waived
