3. All-cause Emergency Department (ED) visits per 1000 beneficiaries: 483.4 with HRSNs vs 290.1 without HRSNs
4. Avoidable ED visits per 1000 beneficiaries: 197.5 with HRSNs vs 107.1 without HRSNs
