- Current Medicare, including changes enacted in the ACA: Not a premium support system.
- Domenici-Rivlin: Beneficiaries entitled to a defined federal contribution to be used towards purchase of an actuarially equivalent plan to FFS Medicare; plans available through a Medicare Exchange
- Wyden-Ryan: Same as Domenici-Rivlin
- Burr-Coburn “Seniors’ Choice Act”: Same as Domenici-Rivlin without the Medicare Exchange
- CHCSA: Beneficiaries entitled to defined fed contribution used either towards purchase of plan offered as part of the Fed Employee Health Benefits Plan or, towards purchase of employer-sponsored plan
- Chairman Ryan’s “Path to Prosperity”: Same as Domenici-Rivlin
