  2. Mental Health and Substance Use Disorder Services: 21% increase
  3. Enabling Services (includes case management and patient/community education services): 9% increase
  4. Medical Services: 4% increase
  5. Vision Services: 3% decrease
  6. Dental Services: 17% decrease
