- 85% of privately insured Californians don't know which State agency is tasked with handling complaints about health insurance
- 11%, only a small percentage, believe that a state agency is responsible for resolving health insurance billing issues
- 71% are unaware of their right to appeal if a plan refuses coverage for medical services they think they need, though the right to “Independent Medical Review” has been in California law since 2001
